TeleCommunication Systems, Inc. (TCS) is a Prime contractor

The State of Maryland Consulting and Technical Services (MD CATS) Master Contract enables the State of Maryland government to procure IT consulting and technical services in a timely and economical manner. MD CATS allows a flexible means of obtaining information technology (IT) resources quickly, efficiently, and cost effectively by issuing Task Orders (TO) specific to needs.

TCS provides services under the following functional areas:

• Program management
• Enterprise IT policy and planning
• Enterprise design, integration, and consolidation
• Information assurance
• Business process engineering
• Requirements analysis
• Market research and prototyping
• Information and knowledge engineering
• Development of software interfaces and software consolidation
• Product integration
• Test and evaluation
• Seat management
• Asset management
• Technology insertion
• Development and implementation of recommended solutions
• Operation and maintenance of legacy, ITES, or other products
• Integrated logistics support tasks

Contract type: Indefinite Delivery, Indefinite Quantity (IDIQ)

Contract period: 3 years with two 2-year options

Contract ceiling: None

Task order pricing: Firm Fixed Price (FFP), Time & Materials (T&M), cost reimbursement, other direct costs

Eligibility: Army, Department of Defense, other Federal agencies, foreign military
